Drow Ranger
— Level 15 Talent changed from +550 Gust Distance/Knockback to +30% Gust Miss Chance.
— Level 15 Talent changed from +10 Agility to +14.
Agility will remain a priority. This buff will not affect the hero's pickability in Captain's Mode, because all her strength was in her ultimate, which was nerfed hard.
A new talent will be in demand, only if you want to take in future a + 3 silence at the 20th level, and so, most likely, they will be more likely to take + 14 agility. The hero may be picked, but in rare cases.
Ogre Magi
— Intelligence gain increased from 2.3 to 2.5.
— Agility gain increased from 1.6 to 1.9.
— Level 20 Talent increased from +40 Bloodlust Attack Speed to +60.
I hope to see him more. I have long wanted to see Ogre in third position, that breaks everyone's faces. But otherwise ... Small pleasant buffs, but nothing substantial.
I personally like the Ogre, I can use it in some strategies. The increase in stats only increases his chance of getting into the field of view teams that want to play him. At The International at least OG will take him.
Visage
— Grave Chill duration from 3/4/5/6 to 6
— Grave Chill movement speed change from 32% to 17/23/29/35%
— Grave Chill attack speed change from 64 to 34/46/58/70
It’s hard to say about Visage, I have absolutely no games on him.
I don't even know. He's a weak laner, and the birds are nerfed, so I don't even know ... Most likely, we will not see him.
Dark seer
— Ion Shell damage reduced from 30/50/70/90 to 24/46/68/90
He remains as one of the top—priority offlaners, 6 and 4 points of damage are unlikely to greatly affect him.
Not a critical nerf, the hero as he was, and will remain relevant.
Ember Spirit
— Sleight of Fist can no longer be used while rooted
Most likely, people will pick it on a later stages of the draft, since more there is now more counters. In general, the same good tempo hero, causing significant damage to the enemy.
A rather serious nerf, perhaps, it will be picked less often and will most likely the Eul 's Scepter of Divinity will be build as an item in between.
Grimstroke
— Base damage reduced by 2.
— Soulbind no longer reduces movement speed by 10%.
Still one of the strongest range position 4's with which you can have a lot of combinations to have a strong lane.
As in the situation with Dark Seer, not a critical nerf. Those who used to play him will still pick him.
Morphling
— Base armor reduced by 1.
— Morph scepter no longer reduces cooldowns by 35%.
— Morph scepter now allows ally targeting.
— Level 20 Talent changed from Morph Targets Allies to +15% Cooldown Reduction.
It’s hard to say, I haven’t played him yet, but if you look at the trend of patches, it is most likely a nerf, with each patch they are nerfing the hero more and more. I hope they won't do any more changes.
Most likely, he became weaker due to this change, but the new aghanim can now be used differently. As for me, replacing this 35% for the use on allies with aghanim is also a good buff!
Wraith King
— Skeleton health reduced from 250 to 175.
— Level 15 Talent reduced from +35 Skeletons Attack Damage to +30.
The hero remains as high priority, at least for me. An unpleasant fix, but the skeletons were too good, and now they made them, in my opinion, decent.

There is almost no buffs to the heroes in this patch. Pleasant buffs for Underlord. Maybe he will start to appear at least in some games ... The only hero, probably, who got buffed.
They finally removed 2 shields on the heroes! Spirit Breaker nerf is significant, now his activity on the early stage has decreased by a few percents, which is only bad for him.
