The qualification consists of three stages: the group stage, the last chance stage, and the grand final.

Based on the results of the group stage, 8 teams will advance to the grand final, while the rest will move to the last chance stage.

Following the last chance stage, the names of 8 more teams that will join the grand final will be revealed.

The grand final matches will determine the 3 teams that will play at ESC 2025.
